Iowa Administrative Rules Review

On January 10, 2023, Governor Kim Reynolds issued Executive Order 10, which establishes a comprehensive review of all existing administrative rules. Iowa Economic Development Authority Administrative Rules Review

Pursuant to Executive Order 10, IEDA is required to review all its administrative rules by September 1, 2025. Following publication of a report of the review, IEDA will rescind each chapter and repromulgate rules that are necessary to keep no later than December 31, 2025.

Renewable Chemical Production Tax Credit - Final Regulatory Analysis
A public hearing was held August 16, 2023. No public comments were received during the hearing nor in writing. No changes from the analysis published July 26, 2023, have been made.
Tax Credit Programs - Final Regulatory Analysis
A public hearing was held August 16, 2023. No public comments were received during the hearing nor in writing. No changes from the analysis published July 26, 2023, have been made.
Employer Child Care Tax Credit - Final Regulatory Analysis
A public hearing was held April 26, 2023. No public comments were received during the hearing nor in writing. No changes from the analysis published April 5, 2023, have been made.

City Development Board Administrative Rules Review

Pursuant to Executive Order 10, the City Development Board (CDB) is required to review all its administrative rules by September 1, 2023. Following publication of a report of the review, IEDA will rescind each chapter and promulgate rules that are necessary to keep no later than December 31, 2023.

The CDB intends to rescind each of its rule chapters and replace 10 of the 11 chapters with an updated version. The board proposes to permanently rescind Chapter 11. A regulatory analysis was published for each of these proposed rulemakings in the Iowa Administrative Bulletin on October 4, 2023. The analyses can be accessed at the following link: legis.iowa.gov/law/administrativerules/bulletinsupplementlistings.

CDB Public Hearings
Public hearings on each regulatory analysis are scheduled for October 24, 2023. The hearings will be held on that day according to the following schedule:
Chapter 1 12:30-12:45 p.m.
Chapter 2 12:45-1:00 p.m.
Chapter 3 1:00-1:15 p.m.
Chapter 4 1:15-1:30 p.m.
Chapter 5 — 1:30-1:45 p.m.
Chapter 6 — 1:45-2:00 p.m.
Chapter 7 — 2:15-2:45 p.m.
Chapter 8 — 2:45-3:15 p.m.
Chapter 9 — 3:15-3:45 p.m.
Chapter 10 — 3:45-4:15 p.m.
