Consideration of April 10, 2024 Business Meeting Minutes

New Business
NC24-12
Sioux City
Matt Rasmussen explained the proposed annexation is an 80/20 for the City of Sioux City and is within the urbanized area of Sergeant Bluff. Three tracts of land are involved and 80.5% of the land is owned by the City of Sioux City; the consenting applicant. The proposed annexation property is located at 2276 Allison Avenue and 1142 225th Street. The total acres are 67.7 with 13.24 acres or 19.5% being non-consenting. The property proposed for annexation shares a common boundary with the City of 1,212 linear feet.
The current use of the property is agricultural and the proposed land use will be for industrial development. Services proposed to be provided to the territory include: fire protection; police protection; access to city water; access to city sewer service; city street maintenance; storm water drainage; road paving with development; and new utilities with development.
The proposed annexation territory is not subject to a moratorium agreement. There is county road right-of-way included and the county was given proper notice. Mr. Rasmussen reported that this packet does appear to be complete and properly filed.
Brent Nelson, Senior Planner for the City of Sioux City, was present to explain further and answer questions.

Motion I move the Board find NC24-12 as complete and properly filed and that a date for a public hearing be scheduled.

A public hearing was scheduled for June 12th at 1:15 p.m.
Staff Reports
Matt Rasmussen and Eric Dirth had nothing to report.
Jim Halverson asked what the status was on the fifth appointee for the City Development Board. Matt Rasmussen replied he did not know the status on the Governor’s Office appointing someone. He has called and E-mailed the Governor’s Office, but has not heard anything back. Rita Grimm, our Chief Legal Counsel for IEDA, is our liaison with the Governor’s Office and she has exchanged some E-mails with them. Jim Halverson stated his primary concern is when we get into these 80/20’s, there is no margin for error—we must vote unanimously. Chairperson Plautz and Matt Rasmussen stated they have heard the Mason City Chamber President & CEO has applied. Stay tuned.
